it is the intention of the Chinese government, in connexion with the use of remitted British indemnity funds for purposes of railway rehabilitation, to include in arrangements for such rehabilitation the settlement of outstanding debts due to British merchants for rolling stock and other railway material already

supplied to the line in question.
